IGVF-999 Handle boolean facets (#292)

* Update npm packages.
* Have all standard facets accept both strings and numbers as facet term keys. Have standard facets use `key_as_string` if available. Otherwise, continue to use `key`.
* Add prettier-plugin-tailwindcss npm package to validate the order of Tailwind CSS class strings. Add this to the prettier config and pre-commit config.
* Try copying Otto’s test-tailwind-pre-commit to pass pre-commit on CircleCI.
* Prettier Tailwind CSS experiment that Otto suggests.
* Try using prettier.config.js to hide it from pre-commit.
* Update README for new prettier Tailwind CSS class configuration.
* Remove the `additional_dependencies` portion of the pre-commit config, as this just doesn’t seem to work.
