ci(fix): add chat_ffi to build and release (#5677)

Description
Turn CI for ffi lib builds into a modular process that could accept more
ffi libs for build.
Also standardised the lib filenames.

Motivation and Context
Improve the ffi lib building in CI.

How Has This Been Tested?
Test in local fork, for both pushes and releases.

What process can a PR reviewer use to test or verify this change?
Check build assets for ```libminotari``` builds for each platform,
architecture and sub-lib.
