[DONE]Feature import_video add MAX_UPLOAD_SIZE_ON_IMPORT parameter (#911)

* Add translations for the use of MAX_UPLOAD_SIZE_ON_IMPORT

* Add new config parameter : MAX_UPLOAD_SIZE_ON_IMPORT, for the import_video app.

* Rename test meeting from 'test' to 'test_pod#1' to avoid to have recordings from the BlindsideNetworks BBB test server

* Manage the new config parameter : MAX_UPLOAD_SIZE_ON_IMPORT

* Create check_video_size and verify_video_existsandsize functions to manage the new config parameter : MAX_UPLOAD_SIZE_ON_IMPORT

* Modify translations for max upload size

* Rename verify_video_existsandsize function with verify_video_exists_and_size

* Uses renamed function verify_video_exists_and_size and removes unnecessary parentheses in error messages

* Change default value for MAX_UPLOAD_SIZE_ON_IMPORT parameter to 4Gb

* Correction of a fault

* Adding a non-breaking space in translations

* Change default value for MAX_UPLOAD_SIZE_ON_IMPORT parameter to 4Gb
