Fix default app getting pushed to database on sign in

This was accomplished through the following simple addition to the
'pulling' algorithm:
- We still first query for a dashboard matching the local dashboard's
  ID, and apply that if one exists.
- However, if there is no matching dashboard on the server, then we
  fetch whatever latest dashboard and apply that if it exists.
- If a latest dashboard does not exist on the server, this implies the
  user has no existing dashboards at all, and only then do we push the
  local dashboard to the server.
