IGVF-688 Fix URL text wrapping (#282)

* Update npm packages.
* Add URL formatting to every external link that shows the URL as the link.
* Change external links that use the `<Link>` component to instead use the `<a>` element. Change all external link rel to use the “noopener” value in addition to the existing “noreferrer” value.
* Get full coverage for the new `DataItemValueUrl` component.
* Update package-lock.json after rebase to dev.
