feat(webconnectivityqa): infra to A/B test webconnectivity implementations (#1207)

This diff introduces a package called webconnectivityqa containing
infrastructure to perform A/B testing of the v0.4 and LTE versions of
Web Connectivity. Related to https://github.com/ooni/probe/issues/2461
and https://github.com/ooni/probe/issues/2525.
