Allow migrations to run without Solr

**ISSUE**
Loading rake tasks to run migrations loads all defined tasks. This
cuases the reindexer to load ActiveFedora::SolrService, which fails
if Solr is not running.

**GOAL**
We would like to be able to run migrations without having to load Solr.

**FIX**
Add a guard to check whether Solr is registered/running in the
reindex task.
