Add windows compatibility (#469)

* Initial installer for windows

* Update psutil to be greater or equal to 5.8.0

* Update script

* Add missing prelude pytest marks

* Fix opened file that was not closed and use where instead of which on windows

* Avoid escaping in the test due to \ by removing the path

* Use dcm2bids API rather than the CLI to avoid multiple installation of dcm2bids conflicts

* Remove creation of dcm2bids launchers since we now use the API

* Fix all warnings raised during tests

* Resolve pytest tests using try rather than pytest.raises

* Add skimage to coil profiles

* Create list instead of long string

* resolve warings

* Resolve singleton issue and typo

* Fix broken link

* Add windows installation section

* Apply changes from code review
