Serilog logging (#349)

* Added Serilog as logging dependency to log into files and console structurally

* Fixed appsettings.json and appsettings.Development.json for Serilog settings

* Extracted ApplicationPaths.cs as a static class providing paths for our application files
Fixed some logging definitions that were displaying incorrectly after switching to Serilog

* Separate files for dev and production logs

* Updated tailwindcss js dependency to get rid of annoying "update browserlist" log message
