Add `.git-blame-ignore-revs`

Exclude automated formatting using `clang-format`
from `git blame`.

GitHub also has special [support](https://docs.github.com/en/repositories/working-with-files/using-files/viewing-a-file#ignore-commits-in-the-blame-view) for this filename.

Can also be configured in local git client via:
`git config --local blame.ignoreRevsFile .git-blame-ignore-revs`
