feat: whale-line-iconify

Factors out icon logic into new package. The entry point
`whale-line-iconify` takes care of deriving the correct icon from
customizable `whale-line-iconify-specs`. Part of an icon's specs is
also what the default should be if an icon can't or shouldn't be used.
The latter is controlled by custom variable
`whale-line-iconify-disabled.`
