Improve e2e test stabilization (#2478)

Some of the e2e tests are randomly fails. The reason may be that these
tests are running in parallel with other tests that maybe change some
settings in HCO, causing some unexpected results.

This PR moves several test to run serialy, so no test will run in
parallel with them + some other tiny changes and improvements in the
code to add some stability and debug info.
