Update `TimewiseConfig` (#112)

* rename to timewise_instructions

* add load_parent_sample

* config loader returns itself when loading yaml file

* move pytest and coveralls to dev dependencies

* make timewise_instructions a list

* make read_yaml and run_yaml classmethods
