Configure Sentry (#84)

Why these changes are being introduced:
* In general, all of the deployed custom software we write should have exception monitoring.

How this addresses that need:
* Add config.py
* Implement a method for configuring Sentry
* Add testing for Sentry configuration
* Update Pipfile (add sentry-sdk and fix command for running carbon)
* Update README

Note: Formatting changes are due to black.
