[BUGFIX] Improve inheritance behavior

* No longer considers "page layout - this page" as usable for
  inheritance (only "page layout - sub pages" will apply).
* Reduces the complexity involved with selecting the inheritance
  tree of a given record.
* Allows PageProvider to remove values selected with "clear value"
  to be removed in both main and sub configuration fields.
