Feature/lga 2589 hlpas filter (#237)

* LGA-2589 Updating PROVIDER_CATEGORIES with hlpas value

* LGA-2689 pin pyyaml and add back pre-commit
Pinning pyyaml to prevent error with cython 3.0
Adding back pre-commit at current value as it was not the problem

* LGA-2689 try and pin awscli version
Issue with cython 3 was fixed in 6.0.1 version of pyyaml, this was not allowed by lower version of awscli

* LGA-2689 update circleci image for building docker image
Need to use a higher version of awscli to get round pyyaml cython issue

* LGA-2689 update circleci image for image scan
Need to use a higher version of awscli to get round pyyaml cython issue

* LGA-2689 retry to update circleci image for image scan
