Support pinned stories management in frontend (#2582)

* Add pinOrder field to StoryListView

* Add action buttons for pinned stories management

* Create separate StoryParams type

* Update action creator functions' signatures

Uses the new StoryParams type for greater flexibility. Also fixes a bug
with incorrect payload of `saveStory`.

* Handle SAVE_STORY action in StoriesSaga

* Add TODOs

* Support pinned stories management in Stories list
