Commit Message

Update `pre-commit` packages and add `flynt` (#991)

## Description of Changes
Ran the `pre-commit autoupdate` command and added the
[`flynt`](https://github.com/ikamensh/flynt) package to `pre-commit` to
make sure we don't have any `.format()` strings in the repository.

## Tests and linting
 - [x] This branch is up-to-date with the `develop` branch.
 - [x] `pytest` passes on my local development environment.
 - [x] `pre-commit` passes on my local development environment.
