Commit Message

Add a knob to not split when bin packing

If the DEDENT_CLOSING_BRACKETS is set to true and NO_SPLIT_WHEN_BIN_PACKING is
set, then don't split before the closing bracket of a function call if the
arguments are bin packed.

Closes #251
