Fixed PyYAML install issue with Cython 3

Details:

* Since the recent release of Cython 3, PyYAML 5.4 fails to install
  on Python>=3.10. PyYAML 5.3 does not have that issue. This change
  fixes that by using PyYAML wheel archives where possible (which
  does not run Cython during install).

* Disabled the Ansible sanity test in the current Python env for
  Python >=3.10 with minimum package levels and in its own virtual
  Python env for Python 3.10 with minimum package levels because the
  installation of one of the Ansible test tools uses PyYAML 5.4.1
  which fails.
