Fixed PyYAML 5.4 install issue since release of Cython 3

Details:

* Since the recent release of Cython 3, PyYAML 5.4 fails to install
  on Python>=3.10. PyYAML 5.3 does not have that issue. This change
  fixes that by using PyYAML wheel archives where possible (which
  does not run Cython during install).
