Add BOTorch Support (#75)

* Simplify how we support minimization

Avoid having to negate scores twice

* Simplify minimization for selectors

Make it so we only negate the score once

* Remove ``start_dispensing`` operation

It is save to assume that it will always be immediately
followed by a call to dispense, making it redundant.

* Removed need to call `start_gathering`

It's implied by the call to `add_possibilities`
that the user seeks to gather more computations to select from.

Unlike `start_dispensing`, we still need the function so that
subclasses can use it to express logic for reseting selector state

* Add missing conftest.py file

* First draft of BOTorch support

We'll eventually want to allow batch and multi-objective
and pre-defined classes for commonly used methods (e.g.,
multi-objective bayes)

* Fix PyTorch version identifier

* Documentation improvements

- Explain optional dependencies
- Fix BOTorch docs, add to webpage

* Clarify capabilities of BOTorch

* start_dispense is no longer required

* Update how we ignore for coverage
