improve upload_course.php
- validation: check if user is allowed to restore course
- use user that is making the request instead of always id 2 for the restore process
- add optional parameter to pass a course category in which the course should be restored
- if no cat id passed: use first cat where user is allowed to restore, instead of just the first cat (where he might not be allowed to restore)
