Added dynamic subscription mgmt to NotificationReceiver

Details:

* In the NotificationReceiver class, added support for managing subscriptions
  for topics dynamically with new methods 'subscribe()', 'unsubscribe()',
  'is_subscribed()' and 'get_subscription()'.
