Refactor so Backoff is separate from the ManagedProcess (#469)

* Refactor so Backoff is separate from the ManagedProcess - add an API to retrieve number of times the process has restarted

- Small change to avoid fatals in weird conditions from libc (reactivated test: see #354)

* Initialise backoff to 1 and use std::time::Duration to represent durations rather than f64s

* Use std::time::Instant
