Switch value of GOSUMDB to sum.golang.org

In the previous configuration, the GOSUMDB value was inexplicably set to "off" when Go was installed within the container.
With the recent updates, we have made the necessary changes and set it to "sum.golang.org,"
which is the expected default value. This ensures that the checksum DB will be consulted during the download of Go modules.

The default_enviroment_variables dictionary, which is used during the build phase, has been updated to remove the information about GOSUMDB.
This change now delegates the responsibility to the user or their base image, even though the checksums will not be checked at this point.
