IGVF-788 Chevron page component (#214)

* The chevron navigation now takes its configuration from the editor, which finishes this module. Add a color module. Add a Tailwind CSS configuration for a specific amount of box skewing we need for the chevron shape.
* Use a new method of generating the chevrons so that it’s accessible.
* Update comments.
* Add Jest tests for the new lib/color.js module.
* Add Jest tests for the chevron navigation component.
* Add page-component documentation for the chevron navigation. Adjust some styles slightly.
* Update the documentation.
* Remove an addition to the Tailwind CSS config that I made for an earlier, now-unused implementation of the chevron shape.
* Fix end-of-file of gitignore.
