[feat] Callbacks (hooks) to audit pre-flight HTTP requests and post-flight HTTP responses (#489)

- New optional Hooks object to include in ClientConfiguration to define pre- and post-flight HTTP callbacks
- New README example for using pre- and post-flight HTTP callbacks
- Add new test utility to build a VCR-able Client with custom configuration (hooks)
- Add compile test for hooks
- Manually install .NET 3.1 in GitHub Actions
