Switch to using gaemiddleware.InstallHandlers instead of the one in gaeauth.

gaeauth/server.InstallHandler was doing too much (like installing routes for
settings page, that has nothing to do with auth).

gaemiddleware.InstallHandlers is more "general" (not related to auth). It
installs same handlers that gaeauth/server.InstallHandler used to install, plus
tsmon ones.

Purposely rename gaeauth/server.InstallHandler to InstallWebHandler to break
code that calls it. It must be calling gaemiddleware.InstallHandlers now.
