Move APIs into a namespace, setup for switch to render.com.

Serve website/guide as part of the bundled `test` app rather than using
Jekyll in an effort to dogfood our own software.
Move APIs into more logical `/api` namespace.
Switch configuration to use sqlite rather than postgres for simpler
deployments (no data needs to persist).
Switch deployment to support render.com.
Improve design of the rest_framework layout that comes bundled with the
gem.
Remove obnoxious "shared" css/js so the website/guide is served using
the same layout that the browsable API uses.
