Cap normalization at 10X upper bound, and 1X lower bound (#352)

* Initial commit for capping normalization ranges

* Only throw extreme warning for channels not already corrected

* Add tests for new normalization cases

* Add better testing for normalization outliers

* Clarify warning message for high normalization threshold

* Remove extraneous percentage

* Make sure to only take the array, not the entire tuple, when verifying

* Don't warn user of blank pulse height channels for < 0.1 normalization threshold

* Cap at 1.1 high, and include additional warning message for channels capped at 10X that they may be out of range

* Condense the warning message for 10X channels into existing warning

* Prevent "ghost" < 0.1 and > 1.1 normalization values from popping up

* Update src/toffy/normalize.py
