In 875 database connection test (#87)

* Update dependencies and bug fix

* Update staff and student XML templates to remove XML header
* Update BeautifulSoup parser in patrons_xml_string_from_records function
* Update Pipfile.lock

* IN-875-database-connection-test

Why these changes are being introduced:
* Provide a method for testing a connection to the Data Warehouse via the CLI.
This will be run manually when the Data Warehouse password is updated
each year.

How this addresses that need:
* Add a flag option to the CLI command
* Add a CLI test for the new functionality
* Add make command for database connection test and update comments
regarding 'stage'
* Update README.md to include instructions for yearly password change
