ci: add spdlog and cli11 to ubuntu22.04 (#2978)

* ci: add spdlog and cli11 to ubuntu22.04
These packages are required, but were missing from the Dockerfile
for the CI job that builds and tests .deb packages.

* Add python3-pybind11

checkpatch.pl was complaining about the size 1 array definition.
* coding style: lock checkpatch.pl version

Recent changes to checkpatch.pl have enforced C99 "flexible arrays"
checks for kernel code. This breaks a recent submission to the SDK
in libraries/libboard/board_n6000/board_event_log.h.

Lock the checkpatch.pl version to the version prior to the introduction
of the flexible array checks.
