[WIP] windows: save debug symbols (#1307)

* windows: save debug symbols

This PR saves the pdb and dll files from the Fluent Bit build so that we
can save them somewhere for us to download when we want to debug a
customer issue.

* kokoro: clarify artifact files in windows build

Add clarifying comments that explain what the copied artifact files are
actually used for.
