Replace usage of requests with httpx (GSI 191) (#66)

* Httpx-ify RequestsSession (rename HttpxClient)

* Rename session.py to client.py

* Replace requests with httpx in exceptions.py

* Httpx-ify http_translation.py

* Httpx-ify download.py

* Httpx-ify upload.py

* Httpx-ify utils.py and work_package.py

* Replace requests with httpx in tests

* Remove allow_redirects keyword arg

* Fix quoted module spec

* Remove with block for client

* Handle potential retry max-outs differently

Httpx doesn't raise a specific error if retries max out like requests

* Silence 2 mypy errors

* Change data request param to content (deprecation)

* Use context manager for httpx client

* Fixed most issues (#64)

Should fix issues with queue and httpx transport reuse
Replaced MockSession object with pytest-httpx mock responses

* Make python version match template

* Bump version to 0.3.5
