Use OTP verification for new email address (#1762)

Changes:
* Verify a new email address using an OTP, deprecating use of UserEmailClaim
* Allow account merger using an OTP to phone or email address (both with tests)
* Send notifications using `MAIL_DEFAULT_SENDER`, not `DEFAULT_DOMAIN`
* Fix for when `MAIL_DEFAULT_SENDER` includes a display name
* Do not send SMS when the template id is not provided in config
* Simplify notification batch processing so it doesn't need that confusing explanation
* Add typing in notification dispatch methods
* Fix typing in EmailAddress and PhoneNumber classes
