test-requirements.txt: Renaming file to requirements.txt (#80)

This fixes https://github.com/voxpupuli/pypuppetdb/issues/79

There are more resources, current and potentially to-be-used, that have
references to requirements.txt for dependency installation than there
are for test-requirements.txt.
