Set up dev configuration for remote execution/MQTT-related development (#952)

* Allow bypassing AWS query for device WS endpoint

Similar to how the MQTT endpoint can be manually overriden via the
configuration file, this will allow for easier local development when
testing remote execution devices.

* Update example dev config to reflect changes

These key-value pairs will be unset by default as they require
additional set up of a local MQTT broker as well as a known local IP
address of the host.

* Update README to reflect changes

* Reformatted README
* Removed old, "hacky" way of manually changing source code
* Added documentation for new procedure using configs
* Rephrased some sentences to be more descriptive

* Add and update tests

* Remove unused variables

* Fix tests

* Fix tests

* Refactor tests

Uses the `setup` method to conduct a state/config/environment cleanup
before running each test method.
