Refactored Windows class again.

Very low likelihood that Windows.enable() will be called (or need to be
called) a second time. And loading multiple kernel32 instances doesn't
really take up much memory. No longer recovering existing objects from
stderr/out.

Streamlined logic. If valid_handle is None, skipping everything since
every API call will fail. If True, then it's guaranteed that either
stdout or stderr can be replaced. If not replacing streams no need to
schedule atexit funciton.

Split up Windows class tests. Easier to follow and modify.
