* Initial: Add PyGraph.substitute_node_with_subgraph
- Added function that substitutes a node with a subgraph.
- Implemented from the existent method in `PyDiGraph`.

* Docs: Add release notes

* Test: Add python tests

* Docs: Fix typo in release-notes
