Vendoring and locking appears to not follow expectations

Vedoring does not work with npm modules so we kept the functionality,
but removed the mix task.

Cache will update the lock file on each run so we decided to only do a
get. This will delegate to `deno cache` and update the lock file as well
as download dependencies.
