* juniper ncptx model

first commit to enable juniper ncptx container model

* run gofmt on cptx.go and cptx_test.go

* cptx add self-signed-cert defaults

* cptx logging improvement

* gofmt run

* ncptx: fix a branch merge issue with main

* juniper fix go test issues because of a merge to main

* make gofmt happy - juniper.go

* juniper ncptx : fix default image for ncptx

remove some defauts from KNE config
change the env variable to a meaningful name
fix test.go to match

* juniper ncptx - add an ncptx test and remove p4rt

* remove cptx p4rt from cloudbuild
