Arbitrary geojson properties (#767)

* add extra_properties column to Task, alembic migration script

* Save extra_properties in Task model:

 - Modifies parse_geojson utils function to include properties (thanks @iandees)
 - Save arbitrary properties included in GeoJSON in the Task model
 - Adds a test to check that arbitrary properties are saved correctly

* display extra instructions interpolated with extra properties in template

* fix pep8 line-too-long error

* use in-built .format() method instead of regex

* only use extra_instructions to update properties if it exists, add tests for the same

* fix flake8 errors

* add slightly different instructions for projects with arbitrary geojson uploads
