Fix the fix-flacky-test flaky test (#2383)

Sometimes the SSP is restarted as result of TLS profile modifications,
and then the next modification fails, because the HCO webhook can't
reach the SSP endpoint.

This PR add waits for the SSP to become ready again, before trying a new
modification.
