[chore] Import style guide from examples submodule (#487)

- Delete local style guides, add to .gitignore
- New Makefile step to symlink style guides from examples submodule (Unix only)
- Re-org Make steps as needed to avoid Unix-only support as much as possible
- Update CI to install style guides before linting and analyzing
