* prioritize proxied target addresses over @service_proxy ones

In my network, every leader node runs a TLS terminating proxy; ideally, requests route to the proxy nodes closer to the proxied service. This PR implements ordering A record answers when a service targets the TLS terminating proxy, prioritizing:

1. the source IP address, when a proxy-running node queries for a service running on itself,
2. the remaining target addresses, so we try first the proxies that run the underlying service,
3. every other address for the proxy
