taskrunner goextensions builder: define RunWithFlags

WrapWithGoBuild ensures a specified go package is built before
running the task by defining a new task and putting a `Run` fn
on it after building the go binary regardless of whether a `Run` fn was defined on the original task.

WrapWithGoBuild was not updated to put a `RunWithFlags` field on
the new task if appropriate after we deprecated `Run`. This made
wrapped tasks fail in the registry for having both `Run` and
`RunWithFlags` defined.
