chore(release) fix ARM release action and libwee8 ARM build

Changes docker run command to pass along CI env var that's expected at
`./util/runtimes/v8.sh:287`.

Changes `./util/runtimes/v8.sh:build_libwee8` to translate `aarch64` to
`arm64` as expected by v8 build scripts.
