Pint fix (#982)

* A small change to the settings.py module, this avoids a bug where an error would occur loading an older project that does not have a "plugins_list" object. In this version a "plugins_list" object is created for the settings for each AB project when first loading, the resulting object then being read from each project on subsequent loads.

* Changes to the environment pegging the version of pint to use. Later versions are no longer supported on python versions <= 3.8.
