Switch Api.OpenApiVersion from 3.1.0 to 3.0.1

According to the following, this should be able to be "one of the
OpenApi 3.0 versions, like 3.0.1":

- https://docs.aws.amazon.com/serverless-application-model/latest/developerguide/sam-resource-api.html#sam-api-openapiversion

It also links to the OpenAPI spec, which right now shows the latest
version as 3.1.0:

However, trying to deploy the elistman-dev instance in the GitHib CI/CD
pipeline broke:

supported, but since the doc mentioned 3.0.1 explicitly, I figured it's
worth a try.
